This might sound a bit weird, but one of the best 'cheap' minimal overdrives is the Proco Rat. Obviously not 'cranked', but with the distortion dialled right back it's actually really good for low-gain!

Maybe if it's been Ruetz modded, almost, otherwise it definitely still sounds like a distortion rather than an overdrive (at least my 7 or 8 Rats do to my ears ). Wrong kind of waveform. They do sound good dialed right back but 'overdrive'... The OCD has an 18k resistor that sets minimum gain. Change that to a smaller value for less gain. A Timmy uses 3.3k. This goes for many other overdrives and distortions. A Rat doesn't have one. Pull the hard clipping diodes to make it a better OD. Go one step further and add the soft clipping diodes like a Brat (or Timmy). Then it's fantastic for low gain.
