Have you tried something simple like Mineral oil? Oils will break adhesives down sometimes if you let it sit and kinda gently rub it in.
Do we know if it's specifically leather glue that's been used or something else? Once you establish that you can work backwards to work out what's needed to remove it.
It might just be, however, that a power sander is the best

...nah there's no none i can ask of what was used on this thing, but it was done quite professionally, I'd say.
We'll see what happens. If all else fails, it might get a nice refin... or a fucked up spray can job. I'll go with the flow. The neck makes it worth keeping/playing, so that's what matters!

You could take this to an old school cobbler/shoemaker ("Schuster" in German) and ask them what the glue could be and how to get rid of it.
I'm in major German city, too (smaller than Cologne), and there are still plenty of small workshops around. If there are none in your neighbourhood, I'd be happy to show your pictures to my shoe guy and ask for his opinion.

There's a Schuster/ Lederwarengeschäft right next to the Autonomes Zentrum here, will try that out.
After the glue, the white paint will be next.
