What's the Dressing Room?

Okay I'm obviously new here, but what is the dressing room?  I realize it's a bunch of custom offsets, but how are you doing them?  Photoshop?  Is there a dressing room software you are using?  Sorry about the noob question, but it had to be said.  :(

I discovered the dressing room thanks to this thread! I'd been wondering how everyone was making similar mock ups. I'm like a kid in a candy shop....I've come to realise I'd need about 10 jazzmasters to entertain all my colour combos!!
