Musicmaster Bass Truss Rod

I purchased a '78 Musicmaster bass several months back and after finally checking it over thoroughly, it seems the truss rod is not working. I was able to spin it both ways 25 times with no change in resistance or relief. I am now trying to determine if that means it's broken, stripped or something else. Could it have been unscrewed too far and needs to be pushed back up to thread back in? It looks to be in the position it should be in though. Any other suggestions. Does it thread at the nut on these or is the metal piece with the allen slot the threaded part. Not a tech but just wondering. I asked a tech about it and he said worst case you could pull the fretboard but he said those days were over for him. Thanks for any input.

That was a fun rabbit hole to go down. I had not seen that one in particular. I may try to see if I can pull mine out.
