There's a few with 24 frets, but not with all the features you are looking for:

4. Dean Bel-Air, which they supposedly also offered hard-tail and there was a version without a pickguard and 24 frets.
5. Much more extreme and perhaps not as comfortable (I don't know, haven't played one), a Guild X-79.
6. Obvious Surfcasters which were mentioned, there were several version, some solid even, maybe not all with 24 frets and most with 24 frets on only 3 strings.

Not 24 frets, but here's a 1980s Czech Jolana Proxima I:
You could make your own though, Eden has a bunch of cheap 24 fret necks, and Allparts offers a body with no routs which fits those necks. You need a router and pickup/control cavity templates. Most other 24 fret necks are wider than normal Fender pocket size though.
