I was just reminded of these guys: Dipper - Shaping Up
A criminally under appreciated band. They had a small hit in Sweden with this song, but they deserved to be huge IMO. The songwriting has strong hints of Blur, but the delivery is more like the Jesus Lizard. I saw them live a few times and it was like being hit with a ton of bricks every time.
Check out their album They know what to expect and they like it (which admittedly is from 2000, but I'd still consider them a 90s band.)

Lots of good stuff in this thread.

Nobody mentioned the Canadian band, Sloan. They were big in Canada, but never really got far outside the country.
Their first four albums are excellent.
